Our Approach

A railway is not operationally ready because construction is complete.

Operational readiness requires infrastructure, rolling stock, operating rules, control systems, maintenance, people, competency, procedures and management arrangements to be integrated into one functioning railway. Our role is to focus on that operating system and the evidence required before service begins.
